Q Is a community college authorized to make expenditures for awards for outstanding performance by students, employees, and others?

A Yes. However, in order to do so, the board of trustees must first make a finding that awards are necessary for the successful operation of the college. Then, expenditures for awards must result from a contractual obligation which (1) exists prior to an individualís performance, (2) is based on predetermined objective standards, and (3) is subject to a stated maximum amount.
