Q May a municipal board rescind an order and, if so, may the mayor veto that rescission?

A A governing authority may reconsider any action it has taken, provided that the reconsideration does not impair contractual obligations already entered into or work to the detriment of those legally entitled to rely on and actually relying on the boardís previous action. The mayor has the authority to veto any positive action of the board, which would include a vote to repeal, rescind or reconsider a previous action.
