Q In the mayor-council form of government, is approval of job descriptions and departmental organizational charts a function of the mayor or the council?

A The statutes governing the mayor-council form of government place responsibility for most personnel and employment decisions in the hands of the mayor. While the city council may initially establish the departments of the municipality pursuant to Section 21-8-23(1), such authority is limited to the initial establishment.
