Q Is a new board of supervisors bound by the actions of the previous board of supervisors to hire a financial advisor and construction manager and to contract with an architect related to the process of establishing and constructing a regional jail facility in the county?

A No. The new board of supervisors is not bound by the actions of the previous board. A county board of supervisors may not take discretionary action which would bind its successors in office, unless there is a statute expressly providing for same.
