A Municipal governing authorities may adopt an ordinance that provides for the collection of recyclables outside the corporate limits and establishes a schedule of fees to be charged for such service, provided the governing authorities
determine, consistent with the specific facts, that it constitutes a proper municipal purpose and would enhance the city’s recycling program and is so documented on the minutes. (Attorney General’s Opinion to Fulton, dated October 5, 2011)
