    A There is no requirement that salaries of officers and employees of counties and municipalities be listed annually in the board minutes. When statutory officers are appointed at the beginning of each term, or in the interim, the minutes should document the appointment. When anyone is initially appointed or hired, their compensation should be documented in the minutes. Thereafter, any changes to their compensation must be documented to be properly authorized. This documentation could provide for a set amount of increase or a percentage increase to existing salaries. The governing authorities could, in their discretion, provide additional details in their minutes
