Q Does a mayor have a right to have copies of arrest warrants, case files, police reports and police inventory keys in his possession?

A If the mayor, through the use of the materials in question, or in any other manner is directing the activities of the police department, he would be acting outside the scope of his authority. If the mayor is using copies of arrest warrants, case files and police reports only as a way to observe the activities of the police department, he would be within his authority. However, the possession of the keys to inventory rooms in which evidence is kept could cause evidentiary problems in the prosecution of criminal cases and would be improper.
