Q: Can a two percent (2%) reduction in Education Enhancement Funds be applied to a school district, if the reduction results in that school district receiving an annual grant in an amount less than the pledged amount for the year in which the contract or resolution was adopted to pay debt service pursuant to 37-61-33(2)(d) of the Mississippi Code?

A: No. The Department of Education may not reduce a grant to a school district below the amount equal to the district's grant amount for debt service for the year in which the contract or resolution authorizing the pledge for debt service was adopted.
