    Q Is it illegal for a private citizen to set up an overhead agricultural irrigation system with a moving overhead boom, on a pivot well, which crosses or temporarily blocks public roads during its operation?

    A Yes. Obstruction of a public road constitutes a violation of Section 97-15-37. (Attorney General’s Opinion to Clark dated October 30, 2009)
