A Yes. Since the district is given power to hire employees under Section 51-8-31, logic mandates that it has the ability to take reasonable measures to ensure that prospective employees meet reasonable standards set by the district including criminal background checks. Note that this authority does not extend to fingerprinting prospective employees, as there is no specific statutory authority for the district to fingerprint prospective employees.
