Q Can an individual board member give the town clerk directives or orders without board action?
A No. An alderman has no authority to direct the daily activities of municipal employees. An appointed municipal clerk serves at the will and pleasure of the board of aldermen as a whole and must comply with official board actions and not a contrary directive from an individual alderman.
