May the jail use money from the Inmate Canteen Fund (Section 19-3-81) to purchase a van to be used for transporting inmates to and from medical visits?

A If the sheriff, consistent with the facts, finds that the procurement of a van used for that purpose is for the benefit and welfare of the inmates incarcerated in the county jail, then the purchase of a van to transport them would be permissible.
