A Yes, contracts/leases do not have to be attached to the board minutes in order to be enforceable. For a contract/lease to be enforceable, the board minutes must contain enough of the terms and conditions of the contract/lease to determine the liabilities and obligations of the contracting parties without the necessity of resorting to other evidence.
