A Yes, HB 1643 only prohibits “payments or transfers to MASS,” effective July 1, 2016. Consequently, if the membership dues were paid by July 1, 2016, no prohibition existed. Because the bill only prohibits payments or transfers directly to MASS, travel to the convention and meals at the convention are permissible expenditures. The same rationale applies to the use of professional development time. The use of professional development time for the purpose of attending the convention does not appear to constitute a payment or transfer directly to the association.
