Q May a city council, in a mayor-council form of government, pass a resolution or order directing original invoices be delivered to the council chambers for review by council members?

A Members of a city council are entitled to, and should insist on, reasonable access to information required to perform the duties of the office of councilman, which could include examination of original invoices related to the claims docket. Whether the ordinance is reasonable under the circumstances, is a factual determination which must be made by the mayor and council subject to review by a court of competent jurisdiction.
