Q Does the board have to appoint a person as county administrator, or may the board hire an entity to fulfill those responsibilities?

A The statutes applicable to county administrators contemplate the hiring and employment of a natural person, including the requirement that the county administrator “shall take the official oath of office.” Only a natural person may be appointed and take an oath of office, so an entity may not be hired to fulfill this function.
