Q Section 63-11-30(2) (a) allows a court to assign a first-time offender to a Victim Impact Panel in lieu of serving time. What constitutes a “Victim Impact Panel?”

A Mississippi statutes do not provide a definition or description of “victim impact panel.” It is in fact a question for the court to determine its use of a particular entity as a victim impact panel. The court should consider the definitions of “victim,” “victim impact statement” and “victim representative” as provided in Section 99-19-155.
