Q May a municipality collect donations on behalf of a private entity and then turn over the funds collected to that entity?

A There is no authority which would permit a municipality to accept donations on behalf of a private entity to be subsequently transferred to the same entity. However, a municipality may accept funds donated to the municipality for a specific purpose, provided that such funds are placed in the municipal treasury and are only used for proper municipal purposes.
