A Section 19-5-313(2) provides that excess 911 funds may be used “. . . for other administrative costs such as management personnel, maintenance personnel and related building and operational requirements.” This type expenditure is legally permissible upon a finding by the commissioners, consistent with the facts and documented on the commission minutes.
