    Q Our county has a persistent problem with delinquent solid waste bills, and is considered entering into agreements for billing. May the county enter into an agreement with a third party utility provider, such as a rural water association, for billing and collection of solid waste fees? May the county enter into an interlocal agreement with a municipality that provides public utility services for the same service?

    A Section 19-5-18(2) authorizes a county to enter into a contract with a rural water association for the billing and/or collection of garbage fees of its customers. In addition, this Section authorizes a county to inter into an interlocal agreement with a municipality for the billing and/or collection of the garbage. (Attorney General Opinion to McNeal, October 11, 2013)
