Q Our police chief would like to have reserve police officers. Does the chief have the authority to determine who may be a reserve officer?

A No. The police chief has no authority to hire a police officer, whether full-time, part-time, reserve, or auxiliary. Such authority rests with the governing authority. The chief does have the authority to determine the duties, responsibilities, and work shifts of officers, including reserve officers. (Attorney General’s Opinion to Barton, October 19, 2012)
