Q May the board donate to or contract with Wreaths Across America (WAA), a non-profit 501(c)(3) organization for the purpose of placing wreaths on veteransí graves and holding ceremonies during the holiday season?

A Section 19-5-93(k) authorizes a board of supervisors to donate a maximum of $1,000 to a patriotic organization to be used for memorials for deceased soldiers, sailors and marines from the two world wars. Upon a finding by the board of supervisors that WAA is a patriotic organization and that the laying of wreaths on veteransí graves constitutes a suitable memorial to the deceased soldiers, sailors and marines of the late world wars, the board may lawfully donate up to $1,000 for that purpose.
