Q The participant/homeowner in a Home Rehabilitation Grant Program died, leaving a debt to the county under the terms of the program of $7,000. The heirs are attempting to sell the property but, because of a prior deed of trust, it is unlikely that sufficient proceeds will remain to repay the debt to the county. May the county waive its right to the funds?
